Background:
Ravana, the asur king of Lanka has abducted Sita while Lord Rama was away. He keeps her in Ashok Vatika, a garden in Lanka. Rama wants revenge and so wants to attack Lanka with all his forces and might. But before he goes out, he wants to know the strengths and weaknesses of Lanka. Since Lanka is beyond the sea, and Hanumana can fly to it, he sends Hanumana to do find this out.
Hanumana is astonished with the ever so beautiful and prosperous city of gold - Lanka. He returns and tells Rama all this in the song above.
Meaning:
Ramya means beautiful. Lanka is even more beautiful than the Heaven itself. It's fame is spread across the oceans.
Lanka is like a golden lotus that has bloomed and is floating on the blue ocean. The moon-god flowers blessings on this lotus with his own hands.
Laxmi (the Goddess of wealth) and Lanka are like sisters who have come up from the seas. Would Goddess Laxmi consider being a maid in Lanka, for it is also very rich and rewarding?
